Education Law Center (ELC) has a mission to ensure access to a quality public education for all children in Pennsylvania. The organization advocates on behalf of children living in poverty, children of color, children in the foster care and juvenile justice systems, and children with disabilities. ELC has a vast resource library, including A Family Guide to Inclusive Early Learning in Pennsylvania and The Right to Special Education in Pennsylvania.
