Charles W. Horton Jr. has had an illustrious career spanning three decades in disability-related issues within various sectors including the government relations industry, nonprofit organizations, and advocacy. Residing Philadelphia, PA, Charles is a recognized expert in several policies, acts and regulations including the Americans with Disabilities Act, the Architectural Barriers Act, and Philadelphia’s Codes and Regulations, to name just a few.
Currently serving as the Manager of the CCT Program Eligibility and Regulatory Compliance at SEPTA since 2022, Charles is responsible for overseeing ADA compliance, program development, and strategic operations. Prior to this, he held the position of Senior Director of Advocacy and Inclusion at Inglis, where he championed initiatives to support the inclusion of people with disabilities.
Horton’s commitment to public service was evident during his 13-year tenure at the Mayor’s Office of the City of Philadelphia, as the Executive Director/Accessibility Compliance Specialist and ADA Coordinator, where he ensured the rights and needs of people with disabilities were prioritized and addressed. His educational journey includes certifications from the University of Illinois at Urbana-Champaign and the prestigious Drexel University’s Lebow College of Business. He also holds an A.A.S. in Biomedical Electrical Engineering Technology from the Community College of Philadelphia.
